Roland F. Chalifoux Jr, DO

Roland F. Chalifoux Jr, DO, 57, a neurologist doing pain management in McMechen, WV, suffering from previous false charges perpetrated by West Virginia and Ohio State authorities, has now been federally indicted with fifteen counts of health care fraud, seven counts of mail fraud and four counts of wire fraud from 2008 to 2017. As a result, the government is seeking forfeiture of property valued at more than $290,000. Charging insurance fraud is the new MO of the government trying to offset budget deficits by attacking doctors willing to treat the government-insured. ANY doctor can be charged with healthcare fraud.

Dr. Chalifoux has been a target of the government for some time. When you read individual articles, you are led to believe that he did things improperly. But when you put all the information together, you get a totally different picture. Understand that prior to the following timeline, Dr. Chalifoux’s clinic had been inspected by the state health bureau, which found the clinic had “excellent” procedures and he was commended for his rapid response to issues raised during a previous site visit.

But then in 2014, West Virginia DHHR Bureau of Health requested that he hand over patient information. Dr. Chalifoux refused. That set off government acts of retribution.

July 21, 2014, West Virginia Bureau of Public Health and the State of Ohio gave a news release titled, “W.Va. Bureau for Public Health Finds Unsafe Injection Practices at Valley Pain Management Clinic in McMechen.” The release “willfully, maliciously and with reckless disregard for the truth,” stated Chalifoux’s office re-used needles to administer saline solutions and pain medication between 2010 and 2013 for multiple patients.

July 2014: the West Virginia Board of Osteopathic Medicine suspended his medical license based on these allegations of unsafe injection practices. Dr. Chalifoux denied all accusations stating, “I have listened and seen in print with disbelief how the State of Ohio press release, which contains inaccurate information, has become a media circus adding bizarre scenarios via social media.” “The West Virginia Bureau for Public Health findings from the investigation of my practice did not include the re-use of needles or syringes for multiple patients by me or my staff for any reason. This is a false allegation that is only found in the state of Ohio release.”

July 2014: As a result of the suspension, his clinic was shut down for 2 months.

August, 2014: His license was reinstated by County Circuit Judge Charles King, who ruled the complaint was retribution for the doctor’s refusal to comply with the request for patient information and there was no proof that he reused needles. And 14 months later, in Nov 2015, the Board of Osteopathic Medicine officially dismissed its complaint.

2015: As a result of this perpetration of false reporting by the government against a pain management physician, multiple patients have seen the dollar signs. Two hundred thirty-five patients have jumped on the band wagon of charging Dr. Chalifoux with reusing needles while giving shots. My question to any patient is, if you see a doctor doing a procedure on you with unsterile technique, why would you submit to it? Anyway, it is also rather suspicious that their lawsuits state exactly the claims that the DHHR employee alleged in 2014.

April, 2015, federal agents raided Chalifoux’s office, though no charges or additional information was released on the reasoning for that raid.

July 2015: Dr. Chalifoux countered the attacks with a lawsuit of his own against the WVDHHR, Secretary Karen Bowling, commissioner and State Health Officer Dr. Letitia Tierney, public information officer Toby Wagoner, and other state agency employees as well as Marshal County Health officer Dr. Kenneth Allen, claiming that a news release was issued that published false statements against him and his business.

My impression on all of this is that this is just another government attack on an innocent physician. It is standard government MO to lie, create false charges, and commit perjury.

The indictment charges against Dr. Chalifoux were dropped, so he never went to trial. However, he did agree to 1 year of Probation and paying $28,000 in restitution. He thought he would be able to practice medicine afterward.  Dr. Chalifoux and I were in communication during his attack, but I haven’t heard from him since.

August, 2023 Addendum

Dr. Chalifoux just had his Ohio medical license application granted on 8/9/23, but at the same time the license was suspended until he complies with a lot of conditions.  So, like most doctors attacked, he is still unable to practice. Anyone in communication with him, please tell him to work on forgiveness and when he is ready, join us in the effort to restore humanity to the nation.

Addendum from the author:

I have failed in my mission to end these attacks on doctors and pain patients. Through John Bevere’s book The Bait of Satan, I have figured out why—my lack of forgiveness to those who attacked me. As in Mark 11: 24-26:

“Therefore I say to you, whatever things you ask when you pray, believe that you receive them, and you will have them. And whenever you stand praying, if you have anything against anyone, forgive him, that your Father in heaven may also forgive you your trespasses. But if you do not forgive, neither will your Father in heaven forgive your trespasses.”

And when you do not do the will of the Father, you are estranged from him and he will ignore you.  So we all must forgive the agents who attacked us in order for things to be made right through any of our works.

Jesus said

“Greater love has no one than this, than to lay down one’s life for his friends.”

But we cannot lay down our lives for God unless we know Him well enough to trust Him. We must have the assurance that He would never do anything to harm us. He always looks out for what He knows is in our best interest. As a nation, those of us suffering from these attacks must understand that we are serving as God’s messengers of love.  We must forgive those who persecute us and love them instead, following God’s will for us. Then and only then will we see fruits from our labor.

So I hope that everyone who has suffered from what happened to the doctor can trust the Lord, forgive those who have hurt you, and help bring this country back to the God-fearing country that our forefathers founded. Then, and only then, can you be a part of the effort to stop these attacks. I look forward to that day.
